Synopsis

The purpose of the Hong Kong session was to lay a foundation for the Beijing conference through a general discussion of the issues and problems of doing business in China. In addition, the session was to explore these issues from the perspective of Hong Kong.

The conference also reviewed the impact of regulatory changes from a practical perspective such as: dealing with the bureaucracy; obstacles to establishing and operating a business; lobbying; PR; informal networking; importance and use of guanxi;  labor relations; how to handle disputes.

One immediate goal of the conference was to generate several short policy papers on pressing issues. The longer term goal is to create a network that brings together academics, lawyers, business people and policymakers.

‘Hong Kong Perspectives on Regulatory Development’

Ms Elizabeth L. Thomson, President of ICS TRUST (ASIA) LIMITED, gave a presentation on practical issues on doing business in China, with a focus on structuring corporate investment in China by utilising the jurisdiction of Hong Kong to offer a protective firewall from China's developing and ever changing regulations. The session was shared with Mr. Daniel Fung, QC, SC, former Attorney General of HK SAR, who gave a presentation on regulatory developments.
